There were a couple different companies making the bits to do those conversions in the late '60s and '70s. Transmission adapter plates, flywheels, etc. the parts as well as complete bikes show up from time to time in the vintage BMW world. All sorts of different VW engines were used, the best being the twin port motors. The frame parts were part of the "kit". Cool score, I haven't seen one on the road in about 30 years!
